The line came from a movie called They Live! (1988), and then popularized (in a modified form) in the Duke Nukem 3D computer game (1996).

Movie:  "I have come here to chew bubblegum and kick ass... and I'm all out of bubblegum."

Game: "It's time to kick ass and chew bubble gum... and I'm all out of gum!"
