I read of something like this in a book; it was a work of fiction but one of the characters, a rich one, was rebuilding a 14th Century town from scratch using only the materials available for the time and the techniques used to make them and build up.  The project was slated to take 30 years or so...the workers even dressed in period garb and lived in the town they'd built up. 

Was a Steve Berry book, Templar Legacy I believe, if anyone cares.
