This has been killing me since you posted it Mike!  Here’s my best guess:

America’s key to financial independence is marijuana.

America’s (red, white & blue) key (keys in chief) to financial independence (gold fleur-de-lis independent of each other) is marijuana (plant in field).

Am I even close?

I know the meaning of this. Someone roll up this shield so I can smoke it more closely. Then I will have a better sense of its true nature.
