If slander is a crime, (which it is) then this should be too. Words are a powerful weapon.
And honestly, I'm just glad the government is trying to enforce SOME type of ethics. Finally  :P

Within the military, lying about awards and decorations can have very dire consequences.  If you look at the suicide of former Chief of Naval Operations ADM Boorda, part of the reason he is believed to have shot himself was over the wearing of an unauthorized device on certain ribbons that denoted his awards were earned during combat.

Free speech aside, if you lie about military honors for personal gain, that seems to be flirting with already established laws on fraud anyway.
